Prior to starting FSS Jonathan worked as a contracts manager for a company that pressure tested and safety checked underground tanks for Shell, BP, Esso & Total retail sites and Katharine worked as a Chartered Tax Advisor for PriceWaterhouseCoopers in Leeds.

Oil and Diesel Storage Tanks
The core business of FSS is fuel storage tanks. We have a combined experience of more than 30 years of working on retail forecourts and in the fuel industry.
We can offer:
Annual OFTEC Assessment
For above ground tanks, one of our OFTEC qualified engineers will attend your site to undertake the legally required OFTEC assessment on your tank and related pipe-works etc. A report will then be prepared to identify areas where the installation fails to meet the current regulations. An overall “grade” will be allocated to the site and areas requiring immediate attention will be highlighted.
Tank and Line Integrity Testing For below ground tanks and pipework we can undertake:
Pressure testing of tanks and lines to ensure that they are tight and leak free.
Non-Destructive Testing (“NDT”) assessment on tank thickness. Using NDT or Ultrasonic test equipment the tank wall thickness can be accurately measured to give an indication of future life expectancy.
We supply bespoke tanks in pretty much any dimensions, for above or underground use. These bespoke tanks are constructed in steel to your specifications (with our expert guidance of course!) and meet all regulatory requirements (see below).
Where smaller tanks are required, we supply plastic, integrally-bunded tanks designed to meet or exceed all regulatory requirements.
For those organisations requiring steel tanks or tanks of a larger size (over 10,000 litres) we offer a “totally enclosed bunded” (“TEB”) range of tanks. These tanks are basically a tank within a tank. The construction ensures that a bund has a 110% capacity of the total tank size in accordance with regulatory requirements. It also removes the requirement to build an external bund which often gives rise to more problems than it solves. At FSS we would not advise that any organisation install a tank that were not of an integrally bunded construction.
All steel TEB tanks can be manufactured in a variety of colours and have a lockable, sumped cabinet to house the tank’s fill point, vents and outlets.
For tanks under 10,000 litres the use of plastic tanks is another option. The plastic tanks we supply are integrally bunded and can have top or bottom outlets. The main features of these tanks are manhole access, overfill protection probe, inspection point, electronic contents gauge, fill point, bund warning alarm and a bund warning alarm sensor.
Alternatively we are able to supply tanks as bunded fuel stations. The benefit of these is that they include a delivery hose with an automatic nozzle. They are available with 12v, 24v, 110v and 240v pumps and have an electronic gauge, bund alarm, 10 micron filter and failsafe overfill prevention probe. Other accessories may be available at an extra cost so its always worth asking if you have a particular requirement for your tank.
Tank and Pipe-Work Installation
We supply integrally-bunded (pipe-in-pipe, plastic pipe-work that meets all UK legislative requirements. This pipework will be installed by our manufacturer approved team of pipework engineers.

As part of its commitment to the environment, FSS, is delighted to be able to offer waste recycling. There are several areas in which we are able to help your organisation reduce its non-recyclable waste production.
Nickel Cadmium (Ni-Cad) is one of the most damaging substances we put in landfill. As such it is categorised as special waste and must be managed by a certified waste handler.
Currently there are no recycling facilities in the UK for Ni-Cad, which is why virtually all go to landfill. At FSS we collect and store the batteries; once a full load is available it is despatched to a site capable of dealing with this environmentally harmful product and recycled.
Usually waste oil (engine, water contaminated or unwanted) is filtered. The liquid portion is then sold as rough fuel for power stations and then solid matter sent to landfill.
FSS collects and filters the oil. The solid matter is filtered and compressed to minimise waste and the liquid portion is recycled to be used again.
One fluorescent tube contains enough mercury to pollute over 30,000 litres of drinking water. As a result of this, since July 2005, it has been illegal to dump fluorescent tubes in landfill sites. Under the Duty of Care regulations these tubes should be stored on site in a suitably sealed container and collected by a licensed waste carrier (with all the appropriate paperwork to show that they have been collected correctly). FSS can provide the on site containers, collection, full paperwork and recycling.
Legal Requirements and Services Offered
Direct quote from PPG 3: Use and design of oil separators in surface water drainage systems
“Where are separators needed?
Surface water may be contaminated by oil at a number of different sites.
These sites need to have measures in place to prevent this oil from polluting the environment. These sites include:
Car parks typically larger than 800m2
In areas for 50 or more car parking spaces
Smaller car parks discharging to a sensitive environment
Areas where goods vehicles are parked or manoeuvred
Vehicle maintenance areas
Industrial sites where oil is stored or used
Any other site with a risk of oil contamination.
Every six months, or in accordance with manufacturer’s instructions, experienced personnel should:
Physically inspect the integrity of the separator and all mechanical parts
Assess the depth of accumulated oil and silt
Service all electrical equipment such as alarms and separator management systems
Check the condition of any coalescing device and replace it if necessary
Every five years it is recommended that separators be emptied and given a general inspection to test the integrity and performance of the system. The separator must be refilled with clean water following such an inspection.
Some heavily used or high-risk sites might require more frequent inspections.”

Stage I and II Environmental Risk Assessments
We undertake environmental risk assessments in many areas including remediation schemes and validation programmes, specialising in bioremediation projects across the UK. Throughout the process we liaise with clients, other contractors and Regulatory Authorities to ensure everyone is kept informed.
Environmental audits incorporate a site visit where all current environmental policies and practises are evaluated to identify the best options. We also investigate climate change levy applications and help companies apply for grants.
Site Investigation Work
This is undertaken through site-specific design and field work, including soil sample collection (in the form of window sampling); rotary drilling; cable percussion drilling; trail pitting; groundwater monitoring; and hazardous ground gas sampling and report writing.
Fuel Tank Environmental Risk Assessments
Fuel tank environmental risk assessments are based on the recent Groundwater Protection Code legislative requirements. They aim to provide a complete service thereafter to investigate potentially contaminated soils and groundwater in order to enable us to offer remedial solutions should contamination be encountered.

Fuel Degradation and Organic Contamination
Diesel fuel is used daily by millions of people throughout the world to power their vehicles. In road vehicles the fuel is used quickly and the small storage tanks are re-filled regularly. However when oil based fuel (diesel, gas oil and light fuel oil) sits in storage tanks for sustained periods of time problems can occur, rendering the fuel unusable (sometimes in a matter of months) if left untreated.

Under normal storage conditions diesel fuel can be expected to stay in a usable condition for:
[¿] 12 months or longer at an ambient of 20ºC.
[¿] 6-12 months at an ambient temperature higher than 30ºC.”
As diesel gets older a fine sediment and gum forms in the diesel brought about by the reaction of diesel components with oxygen from the air. The fine sediment and gum will block fuel filters, leading to fuel starvation and the engine stopping. Frequent filter changes are then required to keep the engine going. The gums and sediments do not burn in the engine very well and can lead to carbon and soot deposits on injectors and other combustion surfaces.
The expected life of a diesel fuel is indicated by the oxidation stability test ASTM D2276. The test measures how much gum and sediment will be deposited after keeping the fuel at 120°C in the presence of oxygen for 16 hours. It roughly corresponds to one year storage at 25°C. A result of less than 20mg/L of sediment and gum after the test is considered acceptable for normal diesel.
The ageing process can be accelerated by the following conditions:-
Contact with zinc, copper or metal alloys containing them. These metals will quickly react with diesel fuel to form unstable compounds.
The presence of water. Water allows the growth of fungus and bacteria, these produce natural by-products such as organic acids which make the fuel unstable.
Exposure to high temperatures.
Exposure to dust and dirt which contain trace elements that can destabilise the fuel, such as copper and zinc.
Fuel composition. Some components in diesel fuel naturally age quickly.”
The extent of the wear or contamination in the fuel will dictate what treatment the site should receive, if any. The options are:
1. That the fuel be disposed of and replaced with new fuel
2. It may be possible to filter the existing fuel to bring it back into use.
The filtration process removes potentially damaging, particulate contaminants and water from the fuel. By removing the water and its resulting corrosive acidity, as well as abrasive contaminants, the filtration process can keep the diesel oil within its operating specification almost indefinitely (subject to regular filtration).
Bio diesel has three distinct problems when being used on fuel systems that have used ‘normal’ diesel fuel for some time.
Issues with bio diesel
1. Solvent Properties
The first issue is that biodiesel has excellent solvent properties. Hence, any deposits in the filters and in the delivery systems may be dissolved by biodiesel and result in need for replacement of the filters. The solvent property of biodiesel could also cause other fuel-system problems.
Biodiesel may be incompatible with the seals used in the fuel systems of older vehicles and machinery, necessitating the replacement of those parts if biodiesel blends are used.
2. Microbiological Infection
The second is that bio fuels will, 9 out of 10 times, have a microbiological ‘infection’ when delivered. These bacteria can take a variety of types both aerobic and anaerobic. They then produce organic acids, including sulphurous and sulphuric. These highly corrosive chemicals will cause severe degradation of the fuel. They also attack and corrode the storage tank and ancillary equipment (particularly pumping systems). If left untreated it will breakdown the tank’s coatings, corrode metal (pipe and tank surfaces) and destroy injection equipment.
The effect of the microbiological contaminants on fuel injection equipment is to quickly impair performance and dramatically increase wear rates. This brings about poor combustion conditions, loss of engine power and reduced service life of components. The presence of microbiological bacteria causes fuel filter blockage through the growth of bacteria farms in the fuel filter. The bacteria colonies passing from the contaminated fuel tank become trapped by the filter element and create a perfect environment for bacterial growth within the fuel. The growth accelerates due to the colony’s ability to attract more bacteria passing from the tank, together with the ability to utilise the nutrient and moisture contained in the fuel. This results in an increase in flow resistance and pressure drop across the filter, producing fuel deprivation and rapid loss of engine performance.
3. Water Suspension
The third problem is the amount of water suspended in the biofuels. ‘Normal’ diesel contains about 50-70ppm (parts per million) of water whilst biodiesel is around 1,500ppm. Most engines will begin to struggle if the water rises above 2,000ppm and will fail at 2,500-3,000ppm. Aircraft fuel has to be less than 2ppm! If the biodiesel is mixed with normal fuel the water becomes very hard to separate out.
How to Maintain Usable Fuel
There are three options FSS can employ to keep the diesel usable.
1. Remove any solids or bacteria and filter the fuel
2. Remove all water from the fuel
3. Condition the fuel with a magnetic charge
1) In Line Water, Particulate and Magnetic Filtration
This is the simplest and most cost effective method of filtering fuel. A 10” filter and a magnetic filter unit are placed in the fuel line between the tank and pump, and the generator and boiler.
2) 24/7 Fuel Polishing and Filtering System
Plumbed directly into the bulk oil storage tank, this system filters the fuel 24 hours a day. This approach is more suited to higher volume, bulk tanks where the fuel may stand for months, or even years, without being used.
3) Annual Filtering
An annual visit by FSS with a dedicated fuel polishing system. The system circulates all fuel on site at least three times (E.g. 20,000lts of fuel on site would mean we would filter at least 60,000lts through the rig).
In conjunction with our tank surveying and installation works we provide spill kits, we can also conduct spill training for your on site engineers and visit site to conduct an onsite risk assessment.
Our in-house, Maritime and Coastguard Agency 4p On Scene Commander (MCA4p) will attend site and conduct a practical, hands-on, training session with your personnel.
The training session will cover the following:
First steps upon discovering an oil leak
Establishing a perimeter
Cleaning up the oil
Safely storing of waste
Notifying relevant authorities
Characteristics of oil
These training sessions can also be extended to include risk assessment and evaluation of environmental impact.
Up to 8 people can be instructed in a single session.
Trainees then spend approx 1-2 hours outside, using actual spill materials, on a simulated leak. To pass they must demonstrate the clean up procedure they have learnt.
By attending these sessions, staff are able to apply the theory they have learnt in the classroom and get a hands on idea of how to use each and every piece of equipment in an oil spill kit.
Training sessions are priced to include all spill pads and absorbent materials used.
As well as providing training we can offer spill kits. The kits vary from a small shoulder bag to absorb up to 40lts to large wheelie bin kit that can absorb 4,000lts.

Incident Response: Dealing with Spills
“These guidelines apply if you’re responsible for storing and transporting materials that could cause pollution if they leak or are spilt. You are responsible for the environmental safety from your site and activities.
It’s always better to prevent spills happening in the first place. Safe secure storage, careful deliveries and staff training, on site and for drivers, are essential for pollution control. You are responsible for the environmental safety from your site and activities.
If you do have a spill, on site or during material transit, you’re responsible for its clean up and, if necessary, restoration of the environment. These can be expensive, particularly if groundwater has been contaminated. Fines or costs may also be applied through the criminal and/or civil courts.
You should carry out a pollution risk assessment.
A risk assessment can be carried out in stages:
Identify the materials you store or handle on site and activities that may be a hazard;
Identify and assess potential links between each hazard source, pathways and receptors;
Assess the likelihood and magnitude of any potential harmful effects.
You should have a drainage plan drawn up that identifies all the surface drains, foul sewers and soakaways on your site, their direction of flow and where they discharge to.
You should prepare an Incident Response Plan for your site. Your plan should include:
Contact details for someone from your business if there’s an incident ‘out of hours’;
How you will clean up after a spill;
How you will legally and safely remove residues from the spill;
Contact details for clean-up contractors.
Plans should be as simple as possible and not contain unnecessary detail. You should make sure your pollution incident response plan accounts for the safety of staff and responders.
We recommend you give the information from your plan to emergency responders so they can include it in their own response plan for your site”

We will attend site and evaluate the current spill response arrangements. Following our visit we will issue:
CAD drawing illustrating the tank location, drains and all sensitive areas
Laminated CAD drawing showing which drains need to be sealed off and in which order, to be fixed to tank
Spill response plan specific to that site, will detail local authorities, water board, Environment Agency etc. that need to be contacted and what action needs to be taken in the event of a small, medium and large spill.
